Meantime it is essential, if only to prevent scandal, that some control of an effective character be maintained over the practice of the laws which a large portion of the Colony declare to be illegal. I also consider it but right to have that control, so far as Government can compass the point, vested in few hands, and to see that the persons having such powers be above all possible suspicion of corrupt or improper motives of any kind whatever.
I naturally therefore think of Messrs Smith and Deane, each trained in the language of the natives and educated specially to understand and appreciate their habits and character, whilst the one from his long experience
